Identify risks, vulnerabilities, stakeholders, institutional gaps, emerging pressures, and conditions that may contribute to instability.

Strengthen
Reinforce policies, institutions, partnerships, leadership capabilities, and preventive mechanisms that increase resilience and reduce vulnerability.

Promote accountability, institutional resilience, cooperation, continuous assessment, and long-term conditions that support sustainable peace.
